Revitalizing Agriculture through Organic Corn Cultivation and Youth Engagement

Executive Summary

This report presents a successful pilot project that revitalized corn cultivation in Batticaloa District, Sri Lanka. The project empowered local farmers, particularly those involved in the historical Youth Agriculture Scheme (YAS) disrupted by the civil war. By distributing free corn seeds, identifying underutilized land, and implementing improved practices, the project demonstrably increased yields and farmer experience. This report outlines recommendations to capitalize on this success and establish Batticaloa as a leading producer of organic corn and value-added products.

Project Background

Batticaloa District boasts a rich agricultural heritage, and the YAS has historically played a crucial role in supporting local farmers. However, the civil war significantly disrupted agricultural activities. This project targeted YAS farmers in Batticaloa and Thumpankeny, distributing free high-quality corn seeds and identifying over 100 acres of previously unused land for cultivation.

Project Impact

The project yielded significant positive outcomes:

  • Increased Crop Yields: A model project in Thikodai village demonstrated the effectiveness of new methods, leading to demonstrably improved corn production yield more or less 5000 kg .
  • Enhanced Farmer Livelihoods: Farmers gained valuable experience in corn cultivation and established direct market connections, transitioning from subsistence farming to income generation.
  • Employment Potential: Revival of the YAS has the potential to create new employment opportunities for hundreds of families in the district.

Recommendations for Continued Growth

To ensure long-term sustainability and maximize the project's impact, the following recommendations are proposed:

  • Organic Production: Reintroduce organic farming practices to enhance environmental health and unlock potential export markets for organic corn.
  • Value-Added Products: Establish processing facilities for cornmeal, corn flour, or other value-added products, further increasing farmer income and market reach.
  • Integrated Farming Systems: Integrate corn cultivation with livestock rearing (cows, chickens, goats) to create a more resilient and ecologically sustainable agricultural ecosystem.

Technological Advancements

  • Water Management: Introduce drip irrigation and other water-saving technologies to optimize water usage and reduce dependence on the Navagiry dam.

Market Access and Development

  • Export Zone Exploration: Investigate the possibility of designating Batticaloa as an export zone for organic corn and value-added products.
  • Market Access Training: Provide training programs for farmers on market access strategies and direct marketing techniques.

Financial Sustainability

  • Microloan Programs: Facilitate access to microloans and other financial resources to support farm expansion, infrastructure development, and value-added product processing facilities.

Conclusion

By implementing these recommendations and building upon the initial success, Batticaloa District has the potential to become a leading producer of organic corn and value-added products. This transformation will not only improve the livelihoods of local farmers but also contribute significantly to Sri Lanka's food security and economic growth. The revitalized YAS can serve as a model for youth engagement in agriculture across the country.
