As of October 2023, headline inflation, measured by the Year-on-Year change in the Colombo Consumer Price Index, stands at a relatively modest 1.5%. The Central Bank, in its assessments, foresees inflation stabilizing around 5% over the medium term, attributing this to a combination of prudent policy measures and well-anchored inflation expectations. However, the costs associated with essential commodities such as food, healthcare, and clothing persist at elevated levels, posing ongoing challenges.

A recent report by the International Labour Organisation (ILO) sheds light on the nature of these impacts and suggests policy interventions to revive and strengthen the MSME sector.

Impact of Crises on MSMEs

The ILO report highlights that nearly 80% of surviving MSMEs in Sri Lanka were severely impacted by the Covid-19 pandemic, and 89% faced challenges during the economic crisis of 2022. This resulted in a contraction of employment by one-fifth, leading to downsizing among small- and medium-sized enterprises. According to the Asian Development Bank, Sri Lanka's working-age population is projected to peak around 2027 [2]. This presents a unique opportunity to bolster economic prospects by implementing appropriate socioeconomic policies, similar to how successful economies like Singapore and Hong Kong have utilized their demographic dividends to propel economic growth.

Crucially, a substantial segment of this working-age population comprises highly educated women with longer life expectancy, necessitating targeted interventions to harness their economic potential.

Can Government Welfare Schemes in Sri Lanka Overcome Inefficiencies and Discrepancies?

Introduction

The government has implemented various social welfare schemes in Sri Lanka, such as Janasaviya, Samurdhi, and the latest initiative, Aswesuma. Unfortunately, these programs have faced numerous issues related to discrepancies and inefficiencies. Aswesuma, a poverty relief program, was introduced under the International Monetary Fund's (IMF) recommendations. This article aims to explore the current system's shortcomings and propose suggestions for improvement.

The Aswesuma Welfare Benefit Program

President Ranil Wickremesinghe initiated the Aswesuma welfare benefits program as part of the social safety net to address the ongoing economic crisis. The program operates under the supervision of the State Minister of Finance Semasinghe and involves various government agencies, including the Ministry of Finance. It aims to provide financial assistance to the lower-income group, comprising 40% of society, across four categories: transitional, vulnerable, poor, and extremely poor. Families falling into the inferior category are targeted to receive a monthly allowance of Rs. 15,000. Additionally, the program includes subsidies for differently-abled individuals, the elderly, and kidney patients.

Breaking Barriers: Empowering Women in Sri Lanka's Workforce

Q: Sri Lanka has a significant gender imbalance in its workforce, with low female representation despite advancements in education. Can you tell us more about the challenges women face in finding employment?

A: Certainly. Even though women make up 52% of Sri Lanka's population, their participation in the labour market has remained dishearteningly low, ranging from 30% to 37% for over a decade. Outdated and restrictive labour laws, particularly those concerning working times for women, play a significant role in hindering their employment prospects. These laws limit the hours during which women can work, creating barriers that discourage employers from hiring women and preventing women from working for longer hours to earn a better income.

Q: Could you provide specific examples of these labour laws that restrict women's working times?

A: Yes, several laws impose restrictions. The Shop and Office Employees Act, Employment of Women, Young Persons and Children Act, and Factories Ordinance, for instance, place limits on a woman's right to engage in night work. In most industries, women over 18 can only work until 8 pm, and in certain sectors like hotels and tourism, the cutoff time is 10 pm. These restrictions not only limit women's earning potential but also act as a reason for employers to prefer male candidates over equally qualified female candidates. As a result, women's representation in leadership roles, even in office work, remains significantly low.

He connected with a person on LinkedIn who appeared to have a professional background and engaged in pleasant conversations, posing as a lady. Gradually, she gained his trust and extracted sensitive information, including details about his salary. She then proposed a lucrative multibillion-dollar business opportunity, which he accepted with enthusiasm. However, her true intentions soon revealed themselves when she asked for financial support, claiming it was for her son's urgent medical expenses. Sensing something amiss, my friend declined, and just like that, the person vanished into thin air.

The Urgent Need for Youth Engagement in Farming: A Solution to Sri Lanka's Food Crisis

"Please, youth should engage in farming," emphasized by me several times recognizing the critical role of young individuals in addressing Sri Lanka's ongoing economic crisis and its impact on food security. The country's predicament has steadily worsened, burdening the poor and vulnerable segments of society. The adverse effects of debt problems have permeated every aspect of the economy, resulting in dire consequences.

Sri Lanka finds itself amid a food crisis, exacerbated by global disruptions such as the COVID-19 pandemic, the climate crisis, and geopolitical events like Russia's invasion of Ukraine earlier this year. While these factors have affected food supplies worldwide, Sri Lanka's specific food insecurity primarily stems from the prevailing economic crisis and short-sighted policies enforced by local policymakers.
